Fix: Shipping Journey Stages and Dashboard Summary
Shipping Journey now places each message in the right stage, turns stages on and off consistently, and its dashboard summary matches each stage's setup.
Applies to: WhatFlow Business API, the official Meta Cloud API app

- Each shipping update message is placed in the correct stage.
- Turning a stage on or off now works the same way everywhere.
- The dashboard summary reflects which stages are ready to send.
